Proposes a constitutional amendment creating a five-member state ethics commission to be established by the legislative assembly and submitted to voters at the 2016 primary election.

Commission membership consists of one member each appointed by the senate president pro tempore, house speaker, governor, and chief justice of the supreme court, plus one citizen member appointed by the other four members.

No more than two commission members may be affiliated with the same political party, with four-year terms staggered so no more than two terms expire in any year.

Grants the commission authority to examine campaign conduct, campaign finance, and lobbying activities; initiate investigations of legislators, statewide officials, and candidates; and impose civil penalties for violations.

Authorizes the commission to subpoena documents and witnesses under oath and hire or access nonpartisan staff services.
