Appropriates $13,668,844 in total funds ($10,085,308 from general fund) to the Secretary of State office for the biennium July 1, 2015 through June 30, 2017, covering salaries, operating expenses, and election reform.

Increases Secretary of State staffing by 6 full-time equivalent positions, bringing total positions to 34.00.

Raises Secretary of State annual salary to $102,689 through June 30, 2016, and $105,770 thereafter.

Allocates $3,050,000 in one-time funding for a technology project during the 2015-17 biennium, not to be included in the base budget for 2017-19.

Directs legislative management to study feasibility of software for monitoring billable hours and consolidation of political subdivision and school district elections with statewide primary elections, with findings due to the 65th Legislative Assembly.
