Appropriates $77,231,739 to the Game and Fish Department for the biennium beginning July 1, 2015, and ending June 30, 2017, including increases for salaries, wages, land habitat, and deer depredation programs.

Authorizes the Governor to establish elk hunting seasons by proclamation with licenses issued by lottery to residents only, except allows Annie's House at Bottineau Winter Park to hold a raffle for one elk hunting license open to residents and nonresidents.

Requires Annie's House at Bottineau Winter Park to use no more than 10 percent of raffle gross proceeds for promotion, with all remaining net proceeds supporting facility operations, and mandates reporting to the Game and Fish Director.

Directs the Legislative Management to study game and fish department licenses issued for fundraising during the 2015-16 interim, including review of state and other laws and feasibility of allowing such licenses, with recommendations due to the 65th Legislative Assembly.

Limits the elk hunting and Annie's House raffle provisions to expire June 30, 2017.
