Appropriates $45,953,072 in total funds ($31,090,237 general fund) to the Parks and Recreation Department for the 2015-17 biennium, including $35,173,931 for park operations and maintenance with 11 new full-time equivalent positions.

Provides $1,508,996 in general fund appropriation to the International Peace Garden, with $535,297 allocated for deferred maintenance, equipment purchases, and peace tower demolition contingent on dollar-for-dollar matching funds from non-state sources.

Allocates $1,005,279 in new general fund appropriation to the Lewis and Clark Interpretive Center, with $455,000 for building maintenance and $75,000 for exterior painting, plus $125,000 for operating costs during the 2013-15 biennium.

Designates $14,750,000 of one-time funding for state park enhancements including $3,000,000 for Lewis and Clark Interpretive Center (with $2,050,000 for transfer from Lewis and Clark foundation) and $11,750,000 for director-determined park improvements and federal fund matching up to $222,000.

Declares funding of $14,750,000 for state park enhancements and $125,000 for Lewis and Clark operating costs to be emergency measures, and exempts certain community grants and Pembina gorge project funding from lapse provisions.
