Amends section 54-40.5-04 of the North Dakota Century Code to allow townships or cities that unilaterally transferred zoning authority to the county to reacquire that authority by mutual agreement between the board of county commissioners and the board of township supervisors or city governing body.

Permits amendments and terminations of intergovernmental agreements through procedures including joint action of all parties, individual party notice after one year, or petition by majority of electors if a political subdivision is dissolved and reincorporated.

Repeals section 11-33-20 of the North Dakota Century Code relating to the relinquishment of township or city zoning authority to the county.
