Creates chapter 43-36.1 establishing a board of soil classifiers consisting of five members appointed by the governor, with three required to be registered soil classifiers.

Requires individuals to register with the board before practicing as a soil classifier, including passing a fundamentals of soil science examination and a practical examination (70% passing grade), with application fees not exceeding $500 and annual renewal fees not exceeding $300.

Defines soil classification as determining soil suitability through landscape examination, soil sampling and analysis, soil profile identification, plant growth material identification, and preparation of survey maps and reports.

Exempts from registration requirements employees or subordinates of registered soil classifiers, individuals identifying hydric soils for wetland delineation in certain employment contexts, and excludes soil fertility testing, construction material testing, and related professional practices.

Repeals chapter 43-36 and directs the board to report to legislative management by July 1, 2016 on the feasibility of requiring continuing education for soil classifier registration renewal.
