Amends North Dakota Century Code section 19-03.1-45 regarding probation and drug abuse treatment for first-time drug felony offenders.

Requires courts to impose a minimum of 18 months probation (up to the maximum authorized under section 12.1-32-06.1) for persons convicted of felony drug violations with no prior drug or felony convictions.

Mandates presentence investigation by the department of corrections and rehabilitation, including a drug and alcohol evaluation by a licensed addiction counselor.

Requires court to order treatment through a licensed addiction program if recommended by the counselor, with treatment duration not to exceed 18 months and may include an aftercare plan.

Allows revocation of probation if the person fails to participate in or intentionally refuses to comply with the treatment program; time spent in treatment does not count as time served toward any prison sentence.
