Creates the western infrastructure strategy office under the North Dakota Department of Commerce, with a director appointed by the department

Director shall develop and maintain a comprehensive strategic plan to identify current and future regional infrastructure needs of counties and communities affected by oil and gas development

Director must collect information from state and local governmental entities, the North Dakota Association of Oil and Gas Producing Counties, industry representatives, landowners, and other stakeholders, and analyze all current funding programs and incentives

Director shall deliver written reports to the legislative council each biennium and provide annual reports to the department of commerce detailing activities and expenditures

Appropriates $300,000 from the general fund to the Department of Commerce for establishing the western infrastructure strategy office for the biennium July 1, 2015 through June 30, 2017
