Appropriates $1,000,000 from the general fund to the Department of Human Services for establishing and administering a voucher system for addiction treatment services from July 1, 2016, through June 30, 2017.

Voucher program covers only levels of care recognized as effective by the American Society of Addiction Medicine and requires participating private licensed substance abuse treatment programs to provide research-based services.

Requires participating treatment programs to collect and report process and outcome measures, with the Department providing training and technical assistance.

Department of Human Services must submit a report to the legislative management or designated committee by July 1, 2016, detailing the rules adopted to establish and administer the voucher system.
