Amends definitions in North Dakota Century Code Chapter 25-03.2 governing psychiatric residential treatment facilities for children, including clarifications to "clinical supervision," "diagnostic assessment," and "residential treatment."

Requires program directors to hold a master's degree in social work, psychology, or related field with two years of professional experience treating children with mental illnesses, and executive directors to hold a bachelor's degree in behavioral science with two years of administration experience.

Mandates facilities provide medical and psychological examinations within 72 hours of admission, interdisciplinary team reviews of individual treatment plans at least monthly, and postdischarge plans coordinating with families, schools, and community services.

Grants the Department of Human Services authority to adopt rules defining which qualified mental health professionals may provide clinical supervision, review individual treatment plans, and sign treatment plans within psychiatric residential treatment facilities for children.
