Defines chronic opioid therapy as opioid treatment extending beyond 90 days for nonmalignant or nonterminal compensable conditions, added to North Dakota Century Code chapter 65-05.

Mandates injured employees be nonresponsive to non-opioid treatment, abstain from illegal substances and alcohol abuse, and comply with treatment protocols.

Requires prescribers to submit effectiveness documentation every 90 days and a treatment agreement limiting prescriptions to one identified prescriber, with exceptions for temporary single-clinic coverage and pain specialist referrals.

Authorizes random drug testing for prescribed and illicit substances at prescriber's or organization's request, with coverage termination possible for test failure or non-compliance; applies retroactively to all claims regardless of injury date.
