Updates the definition of "Pasteurized Milk Ordinance" from the 2011 revision to the 2013 revision of the Grade "A" Pasteurized Ordinance issued by the FDA and USDA's public health service.

Maintains milk processing license fee at $25 and establishes a $75 reinspection fee per inspection for dairy farm facilities that are suspended, degraded from grade A to manufacturing grade, or have unsanitary conditions requiring correction.

Updates sanitation rating and sampling procedures to reference the 2013 revision of "Methods of Making Sanitation Ratings of Milk Shippers" instead of the 2011 version.

Updates milk laboratory evaluation procedures to reference the 2013 edition of "Evaluation of Milk Laboratories" instead of the 2011 edition.

Updates dairy producer, processor, and manufacturer compliance standards to reference the 2013 revision of "Procedures Governing the Cooperative State-Public Health Service Food and Drug Administration Program of the National Conference on Interstate Milk Shipments."
