Requires work activities for eligible household members and establishes sanctions including benefit termination for non-compliance with work requirements, child support activities, or individual responsibility/employment plan participation.

Allows the Department of Human Services to deviate from standard program requirements if federal funding would be reduced, if insufficient employment opportunities exist due to high unemployment, or if strict administration would cause eligible individuals to become a county charge.
