Amends North Dakota Century Code section 27-20-45 to require the clerk of district court or juvenile court to provide a copy of the termination of parental rights petition and summons to the Department of Human Services at least ten days before the petition is heard.

Requires courts to inquire about and identify unnamed parents before terminating parental rights, including investigation of presumed fathers, cohabitation, support payments, acknowledged parentage, and custody claims.

Authorizes courts to add identified unnamed parents as respondents and serve them with summons unless parental rights have been previously relinquished or terminated.

Permits courts to terminate all parental rights of an unnamed parent if no parent can be identified and no person appears in the proceeding claiming parental rights or custody.

Establishes a thirty-day period after termination of parental rights during which an order cannot be questioned by any person on any ground, subject to appeal disposition.
