Amends North Dakota scholarship law to clarify that students participating in clinical, practicum, internship, cooperative program, or similar external experiences can maintain scholarship eligibility by enrolling in at least 12 total credits (combining external experience credits with other coursework).

Reduces the external experience credit requirement from 12 units to 6 credits to qualify as a "full-time" placement for scholarship eligibility purposes.

Maintains existing scholarship amounts of $750 per semester or $500 per quarter for eligible students maintaining a 2.75 cumulative grade point average.

Preserves the $6,000 lifetime scholarship cap and 6-year validity period after high school graduation for all eligible North Dakota resident students.

Passed unanimously in both chambers: Senate 46-0 (1 absent) and House 91-0 (3 absent).
