Extends the moratorium on adding basic care beds to the state's licensed bed capacity from August 1, 2015 through July 31, 2017, with exceptions for facility conversions, bed transfers, and demonstrated need or state department approval.

Permits basic care bed transfers between facilities if beds are licensed within 48 months and allows transferred beds or new facilities to seek participation in the basic care assistance program upon demonstration of improved care outcomes.

Extends the moratorium on adding nursing facility beds from August 1, 2015 through July 31, 2017, and restricts facilities to reconfiguring licensed bed capacity only once per 12-month period.

Allows transfer of nursing facility bed capacity between entities as either nursing facility or basic care bed capacity, with the requirement that transfers be licensed within 48 months and the restriction that basic care beds cannot be reverted to nursing facility beds.

Declares the act to be an emergency measure.
