Grants civil immunity to foster care providers in licensed or approved facilities for acts or omissions resulting in damage or injury if they applied the reasonable and prudent parent standard while protecting child safety and allowing age-appropriate activities.

Amends definitions in North Dakota Century Code chapter 50-11 to renumber and clarify foster care terminology for both adults and children.

Increases capacity limits for group homes from fewer than ten to fewer than thirteen unrelated children.

Increases capacity limits for residential child care facilities from more than eight to thirteen or more unrelated children.

Maintains existing definitions for family foster homes (maximum four children unless related or approved for sibling placement) and adult foster homes (maximum four unrelated adults).
