Amends North Dakota Century Code section 50-24.5-01 to modify the definition of "eligible beneficiary" for basic care assistance programs.

Adds a new pathway for eligibility allowing individuals to qualify for long-term services and supports through section 50-24.1-37 if they meet an asset test established under title XIX of the Social Security Act, in addition to the existing Medicaid pathway.

Maintains existing eligibility requirements including age (65+) or disability/blindness (18+), functional assessment standards, and limitations on activities of daily living impairments.

Declared an emergency measure, allowing it to take effect immediately upon approval.

Passed by the Senate 43-0 (4 absent) and House 86-0 (8 absent) during the 2015 regular session.
