Amends North Dakota Century Code section 54-24.4-01 to modify the North Dakota library coordinating council membership structure, maintaining eleven total members.

Makes the president of the North Dakota library association (or designee) an ex officio voting member, while the state librarian remains an ex officio nonvoting member.

Requires the governor to appoint nine members including representatives from special libraries, public higher education libraries, private higher education libraries, school libraries, two from public libraries, one representing disabled/economically disadvantaged/minority populations, and two citizens at large.

All appointed members except citizens at large must be practicing librarians, and the governor must consider reasonable geographic considerations when making appointments.

Sets member terms at three years with a two consecutive three-year term limit; vacancies must be filled if a member loses required qualifications.
