Amends requirements for school district reorganization plans to include maps, enrollment data, building conditions, construction plans, course offerings, administrative structure, board composition, student transportation plans, and identification of cooperating government entities

Requires reorganization plans to include taxable valuation data, bonded indebtedness amounts, current budgets with ending fund balances, and lists of anticipated expenditures exceeding $3,000 (excluding personnel compensation)

Requires reorganization plans to address property disposition, propose budgets and tax levies exempt from mill levy limitations, specify the new district name with "school district" or "public school district" plus no more than two additional words, and include any other relevant information

Restricts school boards participating in reorganization from entering into new contracts, renewing existing contracts, or purchasing goods or services exceeding $3,000 between approval and effective dates without written consent from all other participating districts (exempting personnel compensation)
