Modifies board composition to require three licensed cosmetologists with three years' experience, one member with secondary or postsecondary teaching experience, and one licensed healthcare provider.

Clarifies that cosmetology practices include "performing noninvasive hair removal" instead of "waxing to remove" and expands the definition of invasive care to include specific chemical peel concentrations and laser treatments.

Allows cosmetologists and estheticians to practice outside salons under direction and control of a master cosmetologist or master esthetician, and requires different license types based on salon focus (cosmetology, manicuring, or skin care only).

Updates license fee structure, removes demonstrator license category, and allows the board to charge up to $50 penalty for late renewal applications instead of the previous $10 amount.
