SB 2100 Summary

• Amends North Dakota Century Code sections 19-03.1-05, 19-03.1-09, and 19-03.1-11 to modify the scheduling and classification of controlled substances in Schedule I, III, and IV.

• Adds numerous synthetic cannabinoids and designer drugs to Schedule I, including specific indole carboxaldehydes, indole carboxamides, indole carboxylic acids, and naphthoylindoles with detailed chemical structures and street names.

• Adds new synthetic cathinones (bath salts) and substituted phenethylamines to Schedule I stimulants, including methylone, pentedrone, and various fluorinated derivatives.

• Adds three new depressants to Schedule IV: Alfaxalone, Lorcaserin, and Suvorexant; removes certain narcotic drug formulations from Schedule III and renumbers remaining provisions accordingly.

• Declares the measure an emergency, allowing immediate implementation upon Governor approval.
