Senate Bill No. 2108 Summary

• Changes compulsory school attendance requirement to begin when a child reaches age six on or before June 30th (instead of August 1st), with kindergarten eligibility beginning when a child reaches age five on or before June 30th.

• Allows early enrollment in kindergarten for children not yet age five if they demonstrate cognitive and developmental readiness through an approved assessment process, with parent request and school district responsibility for assessment costs.

• Permits children whose parents relocate to North Dakota during or outside the school calendar to transfer or advance grades without meeting age requirements, provided they completed the prior grade level at an approved school.

• Extends special education services and boarding home care for students with disabilities who reach age twenty-one during a school calendar until the end of that school year, upon request of the student's multidisciplinary team.

• Repeals the prior compulsory attendance statute and modifies exceptions to attendance requirements, including provisions for home education, disability-related inexpediency, and military families under interstate compact agreements.
