Adds definition of "foreign commercial driver" as an individual licensed to operate a commercial motor vehicle by an authority outside the United States or a citizen of a foreign country operating a commercial motor vehicle in the United States.

Makes foreign commercial drivers subject to disqualification under North Dakota's commercial driver's license disqualification provisions.

Adds "covered farm vehicle" exemption to commercial driver's license requirement, allowing farm vehicles meeting specific criteria to operate without requiring a commercial driver's license.

Renumbers and reorganizes existing definitions in the commercial driver's license statute for clarity and consistency.
