Amends section 49-07-01.1 of the North Dakota Century Code to modify civil penalty provisions for violations of Public Service Commission statutes, orders, and rules.

Excludes chapter 49-22 (Energy Conversion and Transmission Facility Siting Act) from the general $5,000 maximum civil penalty provision.

Establishes chapter 49-22 violations as subject to a civil penalty not to exceed $5,000, while chapter 49-23 violations remain subject to a maximum penalty of $25,000.

Requires the Public Service Commission to develop penalty assessment policies for chapter 49-23 violations that consider severity of damages and offender conduct.

Allows the commission to compromise penalties and permits recovery of unpaid penalties through civil court action.
