Amends North Dakota Century Code section 49-03.1-03 to establish an application fee for utilities seeking a certificate of public convenience and necessity.

Authorizes the Public Service Commission to impose an application fee of up to $10,000 for such applications.

Allows the Commission to impose an additional amount beyond $10,000 with emergency commission approval.

Requires the Commission to pay processing expenses for applications from the application fees paid by the applicant utility in accordance with section 49-02-02.
