Amends North Dakota Century Code section 44-08-04 to clarify meal reimbursement policies for state officers and employees traveling on official business.

Allows meal reimbursement claims for meals included in conference or seminar registration fees even if the event is held in the claimant's home city.

Prohibits claiming separate quarter meal allowances for meals already included in registration fees.

Permits higher education athletic teams and organized institution groups to submit actual meal expenses for entire groups (including coaches, trainers, and employees) on a team travel report without individual documentation or subsection 2 restrictions.

Requires reimbursement eligibility only for overnight travel or other travel away from normal employment for four or more hours, with receipt verification required only for lodging expenses.
