Amends North Dakota Century Code section 15-10-17 to clarify that the State Board of Higher Education must conduct appointment and removal proceedings for institution presidents and faculty heads in executive session, unless the board chooses to open the meeting or the individual involved requests and the board consents to an open meeting.

Establishes the same executive session requirement and exceptions for the appointment and removal of the Commissioner of Higher Education.

Allows university system office personnel to be appointed and removed by the board with salary and duty determinations made within legislative appropriation limits.

Requires board consideration of appointment or removal of any covered personnel to take place in executive session unless an exception applies.
