Amends North Dakota Century Code section 49-05-06(1) to modify the suspension period for utility tariff filings with the Public Service Commission.

Changes the maximum suspension period from six months to six months, but only if the commission and the utility agree to the extension; previously suspension could be extended beyond six months.

Requires public utilities to bear the burden of proving that increased rates or proposed changes to rates, classifications, rules, or practices are just and reasonable during commission hearings.

Allows rates, classifications, contracts, practices, or rules to become effective after 30 days from filing with the commission (or lesser time as the commission grants) unless suspended.

Passed the North Dakota Senate 45-0 and the House 91-0 in 2015 at the request of the Public Service Commission.
