Requires plans, drawings, and specifications prepared by architects or engineers to be stamped and sealed by the date of initial bid advertisement for public improvement contracts exceeding the established cost threshold.

Mandates bid advertisements be published for three consecutive weeks in the official newspaper, a daily newspaper with general circulation in the project area, and trade publications or electronic plan services, with the first publication at least twenty-one days before bid opening.

Allows special assessment-financed public improvements to be advertised only once per week for two weeks in the official newspaper with at least fourteen days before bid opening instead of the standard three-week requirement.

Requires that public improvement contracts be awarded to a licensed contractor.
