Amends early childhood education program approval standards to require "educational standards approved by the superintendent of public instruction" instead of "developmentally appropriate curriculum."

Requires school district superintendents to convene public and private early childhood education providers to form coalitions and select governing boards focused on coordinating facilities, personnel, and transportation.

Establishes grant program administered by the Department of Commerce providing $2,000 per child eligible for free lunches and $1,000 per child eligible for reduced lunches, with programs requiring minimum 400 hours over 32 consecutive weeks.

Allocates $3,000,000 from the general fund for the biennium beginning July 1, 2015 through June 30, 2017, with grants awarded chronologically if funds are insufficient.

Requires quarterly parent notification of grant amounts received and imposes penalties including 50% reduction or one-year program ineligibility for providers failing to notify parents; effective date July 1, 2016.
