Amends North Dakota Century Code sections 15.1-09-33 and 15.1-15-09 to restructure suspension authority for school district personnel.

School boards may suspend personnel directly, delegate suspension authority to the superintendent, or (in districts without a superintendent) delegate to the individual administering the district, with exceptions specified in section 15.1-15-10.

Clarifies that school boards cannot discharge or refuse to renew contracts for teachers, principals, or assistant/associate superintendents solely based on allegations of child abuse or neglect.

Allows suspension of teachers, principals, or assistant/associate superintendents pending outcome of child abuse or neglect cases, with suspension authority held by the board, superintendent, or district administrator as delegated.

Removes language allowing suspension of school district business managers and replaces it with dismissal authority only, requiring cause and no prior notice for dismissal for cause, or thirty days' written notice for dismissal without cause.
