Requires persons providing information or services regarding health benefit exchange eligibility, enrollment, or program specifications to be certified by the North Dakota Insurance Department, including navigators and certified application counselors.

Exempts from certification requirements: persons already licensed under insurance law, attorneys licensed to practice in North Dakota, and health care providers advising patients about coverage without receiving federal or exchange funds.

Establishes certification requirements including applicant must be at least 18 years old, reside in or work for a business entity in North Dakota, be a licensed insurance producer, and identify any affiliated business entities.

Certificates are valid for two years with renewal fees set by the Insurance Department; business entities must report changes in individual assister employment or affiliation within twenty days.

Makes willful violation of certification requirements an infraction; allows the Insurance Department to suspend, revoke, or refuse to issue certificates for good cause.
