Directs legislative management to continue studying North Dakota's health care delivery system during the 2015-16 interim period.

Study shall monitor implementation of the federal Affordable Care Act and examine Medicaid expansion and reform options.

Requires consideration of developing a state-based health care plan compliant with the Affordable Care Act to provide high-quality, affordable care.

Directs examination of switching from a federally facilitated marketplace to a state-based or state partnership marketplace, and feasibility of coordinating with neighboring states for a regional marketplace.

Legislative management must report findings, recommendations, and any required legislation to the sixty-fifth legislative assembly.
