Amends North Dakota Century Code section 4-14.2-02 to reorganize the Northern Crops Council membership structure to include the agriculture commissioner, NDSU president, representatives from various crop councils, the North Dakota mill and elevator association president, and 5-7 crop producers plus up to 4 agricultural industry representatives.

Removes the agriculture commissioner from the original list and adds the president and general manager of the North Dakota mill and elevator association as a designated member position.

Establishes 3-year terms for most council members with a limit of two consecutive 3-year terms, with terms beginning at the first reorganizational meeting after appointment.

Restricts chairmanship eligibility to individuals selected under subdivisions d through i (excluding ex-officio members), and requires annual election of chairman by majority vote of council members.

Allows council members unable to attend meetings to be represented by an individual with written proxy authorization.
