Reduces the annual assessment on each licensed honeybee colony from ten cents to five cents, effective July 1, 2015, with a minimum annual assessment of one dollar remaining unchanged.

Removes "honeybee colony health" from the list of authorized uses for assessment funds; assessments may continue to fund research, education programs, market development efforts, and the North Dakota honey queen program.

Changes the commissioner's consultation requirement from the "board of directors of the North Dakota beekeepers' association" to "a committee appointed by the North Dakota beekeepers' association" when expending assessment moneys.

Becomes effective on July 1, 2015.
