Increases the contractor license threshold from $2,000 to $4,000 per job cost, value, or price before a license is required in North Dakota.

Makes operating without a required contractor license a Class A misdemeanor and allows the registrar to assess a civil penalty up to three times the license fee amount.

Establishes construction fraud offenses including intentional deception for payment, failure to pay suppliers for materials, and willful project abandonment with specific timeframes (60-90 days to commence work, 90-180 days to complete).

Classifies construction fraud penalties by payment amount: under $10,000 is Class C felony, $10,000-$50,000 is Class B felony, and over $50,000 is Class A felony.

Repeals Section 43-07-18 of the North Dakota Century Code and declares the act an emergency measure.
