Expands assault charges to make assaulting a health care provider acting in the scope of employment a class C felony, adding them to the list of protected professionals including peace officers, correctional employees, and emergency responders.

Adds health care providers to the list of protected individuals under the offense of causing contact by blood, bodily fluids, or excrement, making it illegal to intentionally cause such contact with a health care provider acting in the scope of employment unless the provider's own actions required or caused the contact.

Maintains domestic violence assault penalties of class B misdemeanor for first offense and class A misdemeanor for second or subsequent offense when the victim is a family or household member.

Preserves the general class B misdemeanor penalty for simple assault when the victim is not a protected professional or family member.
