SB 2206 Summary

• State assumes county costs for foster care, subsidized adoption, therapeutic foster care medical assistance, elderly and disabled service payments, family preservation services, and supplemental nutrition assistance program benefits effective after December 31, 2015.

• County social service board budgets for 2016 are capped at 2014 levels minus the reduction in costs transferred to the state, plus the percentage salary and benefits increase for state employees in 2015; subsequent budgets are capped using similar limitations.

• State bears costs for employment and training programs, temporary assistance for needy families, child care assistance, energy assistance, welfare fraud detection, medical assistance, and basic care services.

• Establishes a human services grant program with up to $1.9 million in the first year and $2 million in the second year of a biennium for counties historically using emergency expenditures and adjacent to or part of Indian reservations or containing state hospitals.

• Repeals county responsibility for medical assistance payments for therapeutic foster care, service payments to elderly and disabled, and foster care costs; directs legislative management to study transitioning all social services costs from county property tax levies to state general fund appropriations.
