Creates new chapter 15.1-09.2 establishing regional education associations as bodies corporate formed through joint powers agreements between school districts, reviewed and verified by the superintendent of public instruction.

Sets four alternative criteria for district qualification: (a) combined 5,800+ square miles; (b) 4,500+ square miles with 12+ districts; (c) 4,000+ square miles with 3,000+ average daily membership students; or (d) 1,500+ square miles with 7,500+ average daily membership students.

Requires regional education associations to offer professional development coordination, technology support supplementation, school improvement assistance, student achievement data analysis, and curricular expansion services to member districts to be eligible for state funding.

Authorizes associations to receive and expend state and federal funds, employ personnel, contract for lawful purposes, and coordinate special education and student transportation; establishes that board members receive no compensation for regular meetings but may receive compensation for extraordinary service.

Repeals chapter 15.1-09.1 relating to regional education associations and provides that state aid allocable to participating districts flows directly to the association.
