Requires courts to impound motor vehicle license plates for second or subsequent convictions and mandates the driver provide proof of insurance and pay a $20 fee to retrieve them.

Requires convicted drivers to provide proof of liability insurance to the Department of Transportation for three years and to obtain a duplicate operator's license with notation requiring proof of insurance on file, with fees of $50 each to obtain and remove the notation.

Mandates insurance carriers notify the director within ten days of policy cancellation or termination.
