Updates sex offender and offender-against-children registration requirements to collect and maintain biometric data instead of fingerprints, with provisions allowing law enforcement to omit biometric data collection if previously on file and the officer can visually identify the offender.

Maintains existing fee structures for state and nationwide criminal history record checks while updating terminology to reference biometric data processing rather than fingerprint processing.
