Amends housing incentive fund law to extend the effective date through June 30, 2017 (previously June 30, 2015) and prioritizes fund allocations for essential service worker housing and low-to-moderate income housing.

Requires housing finance agency to maintain a quarterly report to the legislative budget section tracking units owned, master leased, or subsidized by employers of essential service workers and progress in reducing those numbers.

Increases the aggregate tax credit limit for housing incentive fund contributions from $20 million to $30 million for taxpayers claiming credits against state income tax liability.

Appropriates $70,000,000 from the general fund to the housing incentive fund for the biennium beginning July 1, 2015, through June 30, 2017, designated as one-time funding.

Declares $20,000,000 of the $70,000,000 appropriation to be an emergency measure.
