Creates a new section in North Dakota Century Code chapter 26.1-04 defining "health care sharing ministry" as a faith-based, nonprofit, tax-exempt organization that facilitates voluntary medical expense sharing among participants of similar faith.

Requires health care sharing ministries to match participants with financial or medical needs to other participants able to assist, with contributions made voluntarily among participants.

Mandates organizations provide monthly written statements to participants showing total qualified needs submitted and amounts assigned for contribution.

Requires organizations distribute a written disclaimer stating the organization is not an insurance company, participation is voluntary, and participants remain personally responsible for their own medical bills.

Exempts health care sharing ministries from insurance regulation under North Dakota law, specifying they are not engaging in the business of insurance.
