Amends North Dakota Century Code section 26.1-08-06 to allow the comprehensive health association's benefit plan to be maintained at a level qualifying as minimum essential coverage under the federal Patient Protection and Affordable Care Act (Pub. L. 111-148).

Requires the board to notify current policy holders of their options under the federal Patient Protection and Affordable Care Act.

Makes the act effective upon certification by the insurance commissioner to the secretary of state and legislative council that the U.S. Department of Health and Human Services does not provide minimum essential coverage designation to state high-risk pools.

Establishes an expiration date of July 31, 2017, after which the act becomes ineffective.

Maintains existing coverage requirements including deductibles of at least $500 per individual, annual out-of-pocket expense limits of at least $3,000, lifetime maximum benefits of $1,000,000, oral surgery, substance abuse and mental disorder coverage, and chiropractic and organ transplant services.
