Amends North Dakota Century Code section 50-31-06 to clarify that client records and client information protected under federal regulations are confidential and may not be disclosed except in license issuance proceedings.

Specifies that protected information includes records covered by Title 42 Code of Federal Regulations Part 2, the Health Insurance Portability and Accountability Act of 1996, and information specifically excluded from disclosure by other state or federal law.

Excludes statistical program information and information regarding an applicant's or provider's programs from the definition of confidential client records and client information.

Declares the measure an emergency measure.

Passed by Senate vote of 47-0 and House vote of 87-1 with 6 absent.
