Establishes a North Dakota tribal tourism alliance program within the department of commerce to assist tribal governments in promoting tourism on Indian reservations and coordinate tourism efforts between the state and tribal governments.

Authorizes the department to award grants to tribal governments of Indian reservations for conducting and administering tribal tourism programs that benefit tribal nations, general tourism in the state, and complement state tourism efforts.

Appropriates $6,000,000 from the general fund for the 2015-2017 biennium to implement the tribal tourism alliance program.

Limits individual tribal government grants to a maximum of $1,000,000 for tribal tourism program purposes and $200,000 for administrative costs of conducting the tribal tourism program.
