Establishes a second regular session in even-numbered years that reconvenes between January 2 and February 28, with a minimum of 30 natural days for proceedings.

Changes language from "adjourn" to "recess" after the first regular session in odd-numbered years, allowing the legislature to reconvene without a new motion.

Updates the definition of "regular session" to include legislative sessions commencing in January or February of even-numbered years and any reconvened legislative session.

Authorizes the legislative management to call the assembly to reconvene after adjournment, regardless of whether the motion was to recess, adjourn to a time certain, or adjourn sine die.

Becomes effective December 1, 2016.
