Amends Section 12.1-29-02 to define facilitating prostitution, including knowingly soliciting patrons, procuring prostitutes, leasing places for prostitution, or inducing another to remain a prostitute.

Creates a class CA felony for intentionally causing another to remain a prostitute through force, coercion, threat, or deception, or when the prostitute is the actor's spouse, child, ward, or minor under 16 years old.

Other facilitating prostitution offenses are classified as class C felonies instead of class A misdemeanors.

Amends Section 12.1-29-03 to redefine prostitution as a class B misdemeanor applicable only to adults, including being an inmate of a house of prostitution, soliciting for sexual activity, or agreeing to engage in sexual activity for money or pecuniary value.

Passed the Senate 47-0 and the House 91-1 in 2015.
