Requires the superintendent of public instruction to forward state aid for PowerSchool student information system costs directly to the information technology department for reimbursement of school district acquisition, implementation, and related technology support services.

Requires the superintendent to forward state aid for regional education association participation directly to the association in which the school district participates.

Establishes a weighted average daily membership multiplier of 0.30 for full-time equivalent students enrolled in early childhood education programs offered in accordance with section 15.1-09-58, effective after June 30, 2015.

Updates the PowerSchool weighting factor from 0.003 to 0.006 for schools utilizing or implementing PowerSchool student information systems, effective after June 30, 2015.

Adjusts the regional education association weighting factor from 0.002 to 0.004 for school districts that are participating members of regional education associations meeting chapter 15.1-09.1 requirements.
